Halton Mills – Lancaster

Halton
Mills – Lancaster is a regeneration site on the Banks
of the Liver Lune in Halton, Lancaster. Following the grant of
outline permission for a mixed commercial and residential scheme
including Live / Work units, the client Time
& Tide Homes sought to take forward reserved matters
submissions to realise the sites potential.
The Council refused permission for two new blocks comprising 64
contemporary apartments citing inappropriate scale, density and
design as the key reasons. Following instruction to Appeal we
formulated a case to highlight the design merits and quality of
the scheme with particular reference being made to the industrial
scale of the buildings that formerly occupied the site. The Appeal
was a success and established the clients preferred design and
density approach at the site.
The Hayway –
Rushden
Client: Redrow Homes
South Midlands Limited
The Hayway – was an established
housing site on the southern edge of the town being built out
by clients Redrow Homes South Midlands
Limited. The client acquired a small additional land holding
contiguous with the site and sought to gain permission for a further
7 houses on the land. East Northamptonshire Council had adopted
an interim housing policy seeking to resist new residential developments
on grounds of over-supply and refused permission on this basis.
We appealed the decision and represented the client at a subsequent
hearing where evidence was produced to demonstrate that the basis
for the Council’s policy was flawed. The Inspector agreed
and allowed the Appeal. This resulted in a review of the policy
and subsequent instructions from further clients who had found
themselves in a similar position in East Northamptonshire.
