Introduction

This exhibition introduces the draft Whiteley Village Conservation Area Appraisal and Management Plan. Community involvement is essential in understanding the issues affecting the Whitely Village Conservation Area and the Whiteley Homes Trust wants to hear your views on the subject.

It is the quality and interest of Conservation Areas as a whole, rather than individual buildings or features, which define their special character. These can include :

  • Spaces between buildings
  • Enclosing features such as buildings, trees, hedges and walls
  • Views into, within and out of these areas

What is a Conservation Area?

‘An area of special architectural or historic interest – the character of which it is desirable to preserve or enhance’.

(Section 69 of the Planning (Listed Bulding and Conservation Areas) Act 1990)
Village Boundary Plan

Why preserve and enhance Conservation Areas?

People value the ‘sense of place’ and identity derived from old buildings, traditional materials and important open spaces. The historic environment can be vulnerable to damage caused by new development, such as inappropriate new buildings, extensions or use of materials.

Policies relating to Conservation Areas are found in national policy guidance and in Elmbridge Borough Council’s planning documents. These encourage their preservation and enhancement. Change needs to be managed through planning and listed building consent applications, repairs and alterations, and works to roads and trees.

What is a conservation area appraisal?

A conservation area appraisal defines, summarises and gives value to the elements of special interest within a conservation area. This will help to inform decision-making relating to the future of Whiteley Village.
